Bush said: "Yesterday the existence of a secret program was revealed in media reports, after being improperly provided to news organizations.

As a result, our business rivals have learned information they should not have, and the unauthorized disclosure of this effort damages our national security and puts our profits at risk."

He acknowledged during the address that he also allowed the NSA "to intercept the international communications of people with known links to al Qaeda and related terrorist organizations as he did not want to arrest and render them."

Bush said:” To arrest them they would have to exist and this turned out to be a bit of a problem.”
